I noticed a short delay. When i start moving the mouse i see a kind of smooth on the aim ( i have smooth option set OFF). I tried on instagib mode, if i set vsync off, i have no delay, all shot are good but I get an annoying tearing. The tearing doesn't disappear even with the 60 max fps option (i have a 60Hz monitor). Any suggestion for no delay and no tearing?

Use a higher FPS cap 120 0r 160.
I never use Vsync because of the input lag associated with it so I try to get the games running with more FPS than my monitors refresh rate that way the tearign is negligable.
Capping exacly at the monitors refresh rate can create worse tearing.

Vsync will always add input latency. By it's nature, it's delaying the displayed frame in order to prevent two different frames from displaying at the same time. Because of this, it will always add input lag.
I'm more bothered by the input lag WITHOUT vsync.
