i cant seem to upload or link to a profile pic.
Im using IE and Chrome and it just keeps "uploading" and nothing happens.

I uploaded mine using IE. Try either that or try Firefox, these should work.

I had to resize the image to 90x90 or a bit smaller I don't remember properly anymore but give that a try

Yeah had some problems with that too, just make a Gravatar account, it's easy, takes 5 minutes, and works across a lot of websites.
