Just a thought while looking to use pips it takes a HELL of a lot of points to rack up pips on one mutator.
Maybe decreasing the amount of points needed to add a new pip???

You should be able to take back 100% of you points you invested in pips if you remove them. The player should be encouraged to experiment to find out what works best for him.
As soon as I found out that you get only a fraction of you points back I stopped buying pips.
Even achievement whores say the system is brocken:
