Vsync means mouse input delay

I noticed a short delay. When i start moving the mouse i see a kind of smooth on the aim ( i have smooth option set OFF). I tried on instagib mode, if i set vsync off, i have no delay, all shot are good but I get an annoying tearing. The tearing doesn't disappear even with the 60 max fps option (i have a 60Hz monitor). Any suggestion for no delay and no tearing?
